It depends upon the encryption type. If the proxy is using encryption while sending and receiving data, the content should be hidden, otherwise you can always reverse engineer the data sent and received easily.

A proxy acts as an intermediate between you and the site you want to visit. But you are accessing the internet using the ISP servers, so you are accessing the proxy through your ISP. A proxy is good to hide your identity from the sites you visit, like MYSpace, YouTube, Facebook, but not from your ISP.
What to do? Use encryption: HTTPS proxies.
To sum up, ISP can see what you are viewing through a proxy unless you use a secure (https/encrypted) one.

Nope, they won’t know what content you are viewing. But it doesn’t mean they can decrypt if given the time to do so.

It does. From doing research and trying out different proxies I learned that basically when connecting to an anonymous proxy server your IP address is masked (at the minimum…better proxies offer more features such as encryption). This pretty much means when you connect tot he proxy server your real IP address doesn’t exist and you are surfing with the IP generated by the server.
Your ISP will only record your surfing up until the point of connecting to the proxy, but then you have a fresh IP that isn’t associated with the ISP anymore.
